Randall Thorp presented evidence at the inquiry which lasted two weeks. During more than a day of cross-examination it was demonstrated that the development could be successfully accommodated within its landscape setting. Our robust landscape framework was shown to minimise visibility of the taller office buildings in key views and accommodate sufficient development to maintain the ovarall viability of the scheme.
In his decision, the Inspector accepted that the proposed landscape treatment would be effective and that the development could proceed without causing harm to the surrounding area. The appeal was allowed in October 2008 following consideration by Welsh Assembly ministers.
